WhatsApp Business API setup for hotels.

Talkguest is a WhatsApp Business Solution Provider partner and this guide walks you through the setup that turns a personal WhatsApp number into a compliant, high-throughput hospitality channel with template approval, in the shortest path we know.

Why this matters

The difference between personal and Business API

Every independent hotel we onboard runs into the same question in the first week: can we not just use the front-desk mobile phone with WhatsApp Business? The answer is that you can, and it will work at the scale of maybe fifteen conversations a day. Above that you hit rate limits, you lose delivery reliability, and — most importantly — you sit outside the Business Solution Provider terms that make bulk messaging compliant with Meta's own rules and with the CNPD.

The WhatsApp Business API, provisioned through a Business Solution Provider (BSP), gives your property a dedicated phone number, a verified business profile (the green tick), template messaging with predictable delivery, media attachments up to 100 MB, and — critically — the ability to run multiple receptionists in the same inbox without stepping on each other. Talkguest ships this as part of the messaging module and partners with 360dialog for Portuguese and Spanish properties.

Setup, day by day

The five-day provisioning path

Day one: Business Manager verification

Meta requires a verified Business Manager account before the API can be enabled. You provide company registration documents to Meta through the Business Manager verification flow — for a Portuguese hotel this is your Certidão Permanente or the equivalent extract from the Registo Comercial. Verification usually completes in two to five business days but often lands within twenty-four hours for Portuguese entities with a clean company file.

Day two: phone number provisioning

You choose a dedicated phone number for the API. It cannot be the current front-desk mobile if that number is already on WhatsApp, unless you first migrate that number off WhatsApp completely (a one-way, irreversible operation for that number). Most properties provision a new number — a Portuguese landline (+351 21x or 22x) is ideal because it signals a real business location. The number is registered to the property's Business Manager and paired with Talkguest through 360dialog.

Day three: business profile and green tick

The business profile is built inside Talkguest and pushed to Meta: display name (typically "Property Name Reception"), description, address, opening hours, website, category. Once submitted, the green-tick verification review begins. Not every property qualifies for the green tick immediately, but every property qualifies for the standard Business badge, which is enough for guests to trust the number.

Day four: template approval

Every automated message runs off a Meta-approved template. Talkguest ships with a Portugal template pack (pre-arrival, arrival window, in-stay support, post-stay review, invoice delivery) that is pre-approved for Portuguese and English. Day five: rehearsal and go-live

You send test conversations from the reception team to yourself, confirm delivery, confirm the reception routing rules, and turn on the pre-arrival flow for tomorrow's check-ins. Real messages start landing with real guests within twenty-four hours.

Message categories

Utility, marketing and authentication

Since Meta's June 2023 pricing model, WhatsApp charges per conversation and the price depends on the category. There are three that matter to hotels:

  • Utility conversations — transactional messages tied to a specific event (reservation confirmation, check-in reminder, invoice). Priced at roughly 0.010 EUR per conversation in Portugal.
  • Marketing conversations — messages that promote a service without being strictly transactional (a returning-guest offer). Priced at roughly 0.024 EUR per conversation.
  • Service conversations — guest-initiated conversations for support. Free within a 24-hour window from the guest's first message.

Talkguest classifies every outbound template automatically and shows the projected monthly cost on the messaging cost dashboard. For a fifty-key boutique running all six recommended flows, monthly WhatsApp costs land between 55 and 120 EUR — a fraction of what most properties spend on the transactional email service they replace.

The mistake is treating every message as marketing. A pre-arrival address confirmation is utility. A returning-guest anniversary offer is marketing. Category classification affects both cost and consent requirements — get it right at the template level and everything downstream is cleaner.

What the CNPD expects

The GDPR piece covers this in depth. Briefly: the BSP is a data processor, the DPA must be in place, the ROPA must name the BSP explicitly, and consent must be captured with granularity at booking. All of this is handled in the Talkguest compliance dashboard by default. Multi-property groups

Groups running multiple properties can choose between one WhatsApp number per property (better for local recognition and language flexibility) and one shared number for the group with reception routing by reservation location (better for group operations teams). Talkguest supports both models. The Chiado group we onboarded in Q3 2026 chose per-property numbers; the Madeira wellness group we onboarded in Q4 chose a shared number. Neither model is universally better — it depends on how your guests already recognise you.

Failure modes and recovery

Two things go wrong with a WhatsApp API setup that we watch for during onboarding. The first is a phone number that was previously registered on WhatsApp Business (the free consumer product) and has not been fully migrated off. The migration is one-way and irreversible, and there is a 24-hour window during which the number cannot be used on either the consumer product or the API. Plan for it.

The second is a template rejection during approval, which almost always comes down to the same handful of causes: a template that reads too promotional to Meta's review team, a variable placeholder outside the allowed set, or an implicit call-to-action that Meta reads as marketing without a proper category tag. The Talkguest template editor validates against Meta's rules before submission, which brings the first-time approval rate to about 94 percent versus roughly 60 percent when properties submit templates by hand.

Recovery from a suspended number is more painful than prevention. If Meta suspends a WhatsApp Business API number for terms violation, the appeal takes seven to ten business days and there is no faster path. This is a strong argument for a proper BSP integration rather than a personal WhatsApp number risk that the property cannot afford to run.
